as ive said in previous posts... go to south america/africa. get the scouts pick promising players for pennies and develop them /sell for big money. IE: luis diaz played for junior 2 seasons previous to his landing on porto , the same porto who put their eyes on a young Falcao (River) , young james (Banfield) just to name 2.

uruguay often sell cheap on great players, as argentina and brazil for players NOT in the top teams .

players from those countries would be at 5m MAX yet they would offer the same as EPL overpriced journeymen and be actually profitable if at least 1 develops into a nice player (25m+). if you still want em to be european players, then get to netherlands/belgium, but they will be more xpensive.

You want Ramsey even if he only plays three games in a season.

I agree Ramsey is a very good player
No good if he’s always injured though. We already have enough of players like that and it’s killing us
