It said the jobs were advertised in the UK, but as you said, later. Rather odd though, 7000 jobs available, as the article says, and the area is full of unemployment, yet no one applied for this minimum wage job in a warehouse.
Having worked in a warehouse - 'locals'/Brits quit after a week or two because it's "too hard" or "not enough money", where as us dirty immigrant rats are happy to work for the £7.20-8/hr because it's actually good money, even if you actually have to work and do things and not just sit and collect.
So yeah, in general - I can see why they'd offer it to Poles first - they'd actually come over and be happy to WORK. The fact that they created so many jobs in a supposedly unemployment-full area means that the people from this area overlooked that job for reasons that are beyond me if you're on the dole in the past/present. As it always is.
