The agreement is between the EU and the Government, so the EU 27 should get it the same time Cabinet does. Both now have to ratify it.

But the point remains, she asked the EU to look at something they dont even know will be approved by cabinet.

I don't she appointed them because of their integrity and skill set mate.

It is actually reasonably common - think of it like TTIP, which was negotiated and agreed at some levels between the negotiators and then fell down when Governments found out what it contained.

Fair point. But thats civil servants and presumably relevant ministers chatting, then being told by the cabinet/government saying No after consideration.

Unless I have missed something, this is May sending her plan to the EU, before cabinet have even seen it.

I think its more that Barnier has sent the plan to the EU after May has said she will try and get it pass Cabinet / Parliament.
 
I think she can proceed and go against parliament, highly unlikely but it’s possible

Happy to admit the finer points of our constitutional proceedures are not my strong suit. But even I can see that her agreeing to a deal that looks terrible, against cabinet, and the HOC, (and the Lords I guess), is very very unlikely.
