There are official capital of culture banners with the slogan "In England, but not of it" dotted around the city. It's also printed on that mad big screen across the road from Lime Street station. Socioculturally Liverpool has been considered that way for a while, both by those from the city and those outside of it.

i have seen that about the place, on the topic Liverpool is the only place in England were i have been in a pub watching England and somebody scores against them and people cheer, so i understand what HB is getting at,

i like scousers despite the fact i am what they refer to as a woolyback, ffs 1/2 my family are scouse. yet some scousers have the attitude in any differing of opinions that "yeah but you're a wool" and to them that ends the discussion with them right and you wrong. there are probably scousers at opposite ends of the border that live further from each other than i do to the closest part of scouseonia. i've been called a f'kin wool at the match in the past, it is a self righteousness that must go hand in hand with catholicism in a lot of cases.

Dont worry about being called a woolyback lad, i was born and bred less than 1/4 of a mile outside the Liverpool boundary and love and behold, i get called one by certain people who know my background. Those that dont know me would say i was scouse by simply hearing my voice and i feel every bit a scouser than those who where born inside the cities boundaries. I live in the L36 area and the "L" stands for Liverpool, my postal address is Liverpool, Merseyside so those that call me a Wool will just be laughed at.
