Not sure how this doesn’t violate California WARN laws
WARN protects employees, their families, and communities by requiring employers to give a 60-day notice to the affected employees and both state and local representatives before a plant closing or mass layoff. Advance notice provides employees and their families time to transition and adjust to the potential loss of employment, time to seek alternative jobs and, if necessary, time to obtain skills training or retraining to successfully compete in the job market.

This lawyer agrees with you. Seems pretty unambiguous. I wonder if he's simply decided the consequences are worth it?

 
I've a feeling Twitter did something to Musk a long time a go.. Did they ban him or block him or something for a period and he is now getting his revenge?

Twitter will be dead within months.

Obviously he should follow correct protocol and be sued if he doesn't but the simple fact is that Twitter struggled to make a profit in all its time and Musk is an uber-capitalist who has just made a hell of an investment and wishes to take them in a new direction. It was inevitable.

So, take it over, get in fights with celebrities and anonymous cats, sack half his staff illegally, take away the safeguards against hate speech?
seems more like a crazy ego trip than inevitable business plan.
