He had a meeting with the fire chief / city council recently following his inaccurate claims about the water levels being allowed to run low on purpose / negligently, so maybe they asked, maybe they mentioned the comms infrastructure was down and he’s taken it upon himself to send it or maybe they asked if he could help.
Either way his initial comments on negligence with the water supply will have done more harm than any good in getting the internet back up for the areas where the homes have been burnt down and evacuated imo.

It makes a lot of sense for him to offer if asked. I would be telling him to keep his nose out if he hadn't been asked fir help.

If he genuinely wants to help, give it in advance and build it into the response infrastructure so that it's available and practiced before it's needed.
