I watched Madoff on Netflix the other day. That was scary what he could get away with. As basic a scam as anyone could conceive but he had people putting billions his way.
It's a pretty well know tactic that scammers make the scam as obvious as possible, the theory being that they have to trick people guillable enough to follow through, so they use the obviousness of the scam as a filter. Otherwise most would cotton on halfway through and the scammers lose valuable time with people who aren't going to get scammed in the end
That, and people's greed. Scams don't work without some idiot thinking they're getting something for nothing.

If I recall Brandeis University invested their endowment with Madoff and lost it all. They then had to sell their art collection to make due.
