They wish to move on from the affair and draw a line under it all, the punishment has been served and they wish to put it all behind them.
I'm sure they do, but unfortunately that's not how it works in life as sinners are always reminded of their sins.
I'm sure their jovial support will have reminded German supporters of incidents from the war, a 'they bombed are chippy' banner springs to mind.
They constantly point out that they have been victorious against teams in days gone by.
They repeatedly bring up their History and celebrate it, so it is they who choose to pull stuff from the vaults, but it seems that in those vaults is a box with a big lock where they can selectively place the stuff that brings shame upon them.
Half-Hearted apologies that don't address the actual problem or show remorse to the victim (only covering their own backside because we can all see their hoop) aren't worth the time required to listen to, and in no way 'make things right again.
just imagine... The S** decide to apologise for what they did, would the supporters collectively say "well, better late than never, cancel my usual newsagent I would like The S** from now on please."
The irony of it all is that had they done the right thing in the first place then it is quite possible that everyone would have moved on, "sorry Patrice lad, it's a word that isn't quite so offensive in Uruguay but I now understand that it is here and in France, and I apologise for offending you, now lets go and get a scran somewhere."
They chose not to do that though and made the whole affair far worse, and thus deservedly setting themselves up for criticism, any attempts to apologise after that are futile (although still should be made) as the whole world can see through them.
They should be reminded of what they are at every opportunity by everyone and not allowed to sweep this aside.
