Probably just gone rogue. Think it's a weird grey area. They're legally required to stay in education until 18, but think they also have the right to work.

However enforcing that they stay in school usually just involves fines as far as I know. All it takes is for the kid or the parents (or both) to not care, and as ever, nobody can actually, in practice, force somebody to go to school or stay there. Especially some 17-year-old's
