He cant. Like I said, its a legal requirement. Aint defending the toss pot, but the law is the law. The law, or rather Parliament, demanded that an incoming Monarch tell them who, if he/she was unable to perform their duties, would do it instead, with 4 required. All having to be over 21. So, the next 4 in line for the throne are written into the contract.
Its a movable feast, obvs, but by no means a "job".
