Hmmm, I'm not a Trump supporter by any stretch, but I think this is an example of trying to find fault in everything the man does.
It may not be worded magnificently, but I think it's pretty clear he's talking about the relief operation here, not the storm. DanEFC92's post further up with the longer video shows it better.

The tweet in your post even states he calls the storm beautiful, and that's simply not true.
