Not sure but I'd take a guess that they were probably considered 'rehabilitated' and no longer a threat to society. They had probably already cost the tax payer too much and pardoning them posed no risk and made no political statement of any consequence.
As for Trump, he's pardoning to send a message to Mueller and he's threatening a government shutdown to slow down congressional investigations.

He's been pardoned before he's been sentenced which is very unusual. He was also probably only going to get 6 months, also highly unusual to pardon someone on with such short time.

The irony is Trump thinks pardoning him makes him free of guilt. He keeps claiming he has done nothing wrong but technically pardoning someone means they are admitting guilt and you are letting them off, off that said guilty verdict.

If he had waited for the trial and seeked congressional advice he would understand what an actual pardon is.

The very fact he attacked other presidents for using clemency like its the same thing shows he just likes big buzz words and if it gives him power then he shall do it.
