1) Twelve votes to convict someone famous enough are hard to come by, no matter how manifesly guilty. See: Simpson, Orenthal James. Prosecutors know this and dislike losing, so they hesitate to bring charges.

2) It's about twenty percent of them. Your guess is as good as mine as to why. For myself, I think Trump has managed to market himself to them as an aspirational lifestyle brand. "Your life is hopeless beyond redemption, but if you vote for me, I will at least punish your enemies before you die."
