I dunno, was he not just telling a lame joke when he said that? I mean if there’s evidence that he actually did then that would be damning but jumping on these sort of off hand comments helps no one.

I've lost count of the times some Trump spokesperson has been hustled out in front of the cameras to maintain that some recent comment of the president's was meant as a joke. I imagine if you heard the same from the judge if you were involved in court proceedings, or the surgeon if you were on the operating table, it might make you a bit nervous and prompt you to think of these as contexts in which such jocularity wasn't just tasteless but a real threat to your own physical well-being. If the doings of judges and surgeons are consequential enough to warrant an expectation of earnestness, perhaps we should expect a modicum of seriousness from the POTUS as well.
