It *kind* of is in a way tho not the way they probably intended it to be. Both would be where there could be a high chance of transmission of a very deadly disease. Difference is one is doing their bit outside where it is massively better(still not good without facemasks and the like) whilst the other will be doing it in recirculated closed room ie: worst possible location.

The big difference is the propose of the gatherings.
It also galls, because Trump has moved on from the pandemic. It's over, get back to normal, but yet his campaign recognizes it isn't really. It is still risky, but they don't care....so long as you don't blame Trump.
