Once mob actions begin in earnest I think a lot of Trump supporters will be surprised to learn of how much animosity they've managed to generate.

All their governors are members of the democratic party. Quite what he is suggesting I don’t know - none of them are up for election in Nov 2020 iirc

CDC makes recommendations like how much and whom we should be testing.
FDA approves the tests as reliable/valid once they are developed
FEMA should be coordinating, buying and distributing tests, PPE, vents, etc to the states.

At least that would be my understanding of how roles are divided
