I thought the House voted multiple times to reopen the government during the shutdown, but McConnell refused to bring a vote to the Senate floor.

It's mad Trump could veto this.
Funding for opening the government on a Continuing Resolution and the "National Emergency" are separate matters. The government is now funded through the end of 2019. Cheeto Mussolini has declared a National Emergency to bypass the Congress' Constitutional role as decision-makers on funding issues. The Act that he is using does allow the Congress to vote down his authorization but the POTUS can veto their vote. Without enough votes in Congress to override the veto the POTUS can proceed. However, the Congress can get a Federal Court to issue an injunction to stop the POTUS and then everything goes to the courts. Which is likely what Cheeto wants. Either he wins in court and can proceed or he loses in court and then gets to blame Congress and the Judicial branch of government for not caring about illegal immigration.

The wall isn't getting built, either way.

Even if he wins in court (likely at least a year away from making it to the SC - there's no way he'd win until there) there's not a chance a spade goes in the ground before Jan 2021, at which point the (hopefully) new POTUS can rescind the National Emergency.

Right. Not to mention there's no specificity of where the wall is to be erected. On Federal land? I doubt it. On private land? Well, I can give you first-hand assurances landowners are being contacted to engage attorneys to legally protect their rights to fight eminent domain. There are still dozens and dozens of cases still pending from back in the Bush, Jr Administration regarding eminent domain cases on the border.

I got $100 says there is literally nothing in the $8 billion the POTUS is supposedly scrounging up that accounts for land acquisition and legal costs.

This is all theater for simpletons whose extent of knowledge about this matter comes from bumper stickers, Rush Limbaugh and red hats.

The problem is that the prospect of the Dems getting in and stopping it at that point will be exactly what he campaigns about.

"Re-elect me and the wall gets built. I have the Supreme Court, so I'll get it done."

That's why the Dems totally dropped the ball here in my view, because by signing off on any funding it amounts to permission to build the thing. All they had to do was sit silent while Trump is blamed for the shutdown and see if he'd declare a national emergency - instead, they've blown it.

The likelihood of a Trump re-election has just doubled.

TBH it's not really a fair comparison. If Trump had been in Palpatine's position he'd probably of tweeted about his plans to destroy the Jedi order and overthrow the senate the second it occurred to him......

It raises a point though about who owns a border and therefore who should defend a border. The landowners can’t have it all their own way. If their land was ‘invaded’ they would be the first to demand government action, while refusing to allow the government to build defences. I think the government would probably win this in Law, but who knows......
