Funding for opening the government on a Continuing Resolution and the "National Emergency" are separate matters. The government is now funded through the end of 2019. Cheeto Mussolini has declared a National Emergency to bypass the Congress' Constitutional role as decision-makers on funding issues. The Act that he is using does allow the Congress to vote down his authorization but the POTUS can veto their vote. Without enough votes in Congress to override the veto the POTUS can proceed. However, the Congress can get a Federal Court to issue an injunction to stop the POTUS and then everything goes to the courts. Which is likely what Cheeto wants. Either he wins in court and can proceed or he loses in court and then gets to blame Congress and the Judicial branch of government for not caring about illegal immigration.I thought the House voted multiple times to reopen the government during the shutdown, but McConnell refused to bring a vote to the Senate floor.
