Why would Trump pardon people for an investigation that the FBI/DOJ never prosecuted? The question is a test to find out if you can see what the Trump supporters see. The unstated conclusion - if they are being pardoned, they must be guilty of something. Even if it was never prosecuted by the corrupt uniparty deep state that perpetrates the sham that is our Imperial Government. (you have to accept this premise to see what they see.)
It also speaks to Trump's biggest supporters and tells them that he sees exactly what they see. The fact that you guys think this is absolutely insane and unbelievable is simply a bonus. His supporters (those deplorables) just cheer, attend the rallies, and go about their business.
Some of you think this effort to defenestrate Trump can end well. He's not like the people they've been dealing with in DC before. If he goes, the whole rotten mess that is the post-Obama DOJ will go with him.

But a pardon has a legal definition and without a conviction (or a charge at least) I can’t see whatever Trump says can be classified as such. Trump can say “I’m not going to persue Clinton for the crimes I believe she and her circle committed and I’m pardoning her”, indeed iirc he already said as much in less explicit words in his early weeks. However that won’t be an actual pardon, it would just be more babble.
As it happens I don’t think this effort to defenstrate Trump will end well, although not for the reason you state - if the post-Obama DOJ is a whole rotten mess it deserves to go and be replaced by one that follows rule of law. I don’t think it will end well as Trump will destroy even more norms in order to survive - for example pretending he can be judge/jury/pardoner in a fantasy legal process.
