I think you can say for sure that Senegal, USA, Poland, Australia, Japan, and South Korea are despite already being out. I actually think Tunisia will feel fine enough about what they did. All four losing quarterfinalists will be disappointed which I feel is probably rare. But none of those nations will think they couldn't have won it.

I think there will only be a handful unhappy.
Brazil, Germany, Spain, Belgium, Denmark are the glaring ones.
Disappointed you’d probably have to go with
Wales - Did so well to get there, and just couldn’t get going
Serbia - Won a difficult group involving Portugal to get there, then couldn’t stop conceding
Mexico - perennial second rounders, so going. Out in group would be disappointing.
Canada - clearly knocked from the opening match and the pen miss, feel they may have felt they could have done better.

They topped the qualifying group w/ a this is CONCACAF eventually the other team is going to do something profoundly stupid so just don't make mistakes gameplan to playing care-free footie in the WC. Their matches were fun.
