Cynical part of me is wondering if the general apathy over it all is basically taking hold in those who care about others testing more while others aren't bothering as much. Going to stop short of the controversial statement but that may be linked to that chart...

Women and men’s immune systems work differently
It is increasingly important to acknowledge sex differences in immune responses when we consider the marked differences seen between males in females in various diseases. For instance, 80% of autoimmune disease occurs in females, women with acute HIV infection have 40% less viral RNA in their blood than men, men show an almost twofold higher risk of death from malignant cancer than women and antibody responses to seasonal influenza vaccines are consistently at least twice as strong in women than men. Generally, adult females mount stronger innate and adaptive immune responses than males. This results in faster clearance of pathogens and greater vaccine efficacy in females than in males but also contributes to their increased susceptibility to inflammatory and autoimmune diseases. In this Review, we explain how these immunological differences between the sexes reflect hormonal, genetic and environmental effects on the immune system that can change throughout life in humans.

Personally I’m doing what I can to avoid parking fines. I was just saying, when a fine is the only deterrent, a person with unlimited funds can essentially do as they please.

It really is showing the whole things a complete mess - there is zero consistency throughout the whole thing!
 
there is one thing missing...a clarification of the definition of unvaccinated - I assume they're using 2 doses as vaccinated but they could have redefined it as unboosted?
It is the graphical representation of the table 11 on page 40 of latest UKHSA report and you are correct they are using 2 doses vs unvaccinated as comparison

The rates are calculated per 100,000 in people who have received either two doses of a COVID-19 vaccine or in people who have not received a COVID-19 vaccine. These figures are updated each week as the number of unvaccinated individuals and individuals vaccinated with 2 doses in the population changes.
