Seems like they have over a year to trade in their cars if they want to drive in the designated zones between 7am and 3pm.
Maybe if you live in one of these zones and you're low income or elderly, the government could help towards the cost of trading in.
Are the elderly entitled to free public transit?
It seems like a reasonable first step to me.
