This may be a surprise to you, but as a local let me tell you how we view statements like this from Vance. First we look at Vance, his past statements, his character, etc, and remember what type of person his is and weigh whether he might have some ulterior motive or if we can simply judge his comments at face value.
Since we can't judge his comments at face value, surmising that he's being facetious or worse with the intention of his words, we disregard what he says entirely.
This may feel like a new approach to public interaction, but it may be more common than you realize.
