But if he was born in Gemany he is an EU citizen.

The honest answer on that is I don't know mate, but I doubt just being born in Germany makes him an EU citizen. He might be a dual-national, in which case all is well and good, but, I'm assuming that he, as a minimum, has Turkish citizenship.

I don't think it really matters though. If he can claim EU citizenship, all well and good, but, if he can't, then he qualifies by virtue of being a regular in the Turkish side.
