Why aren't PL teams (16) seeded among the 32 team clubs left? Absurd. I know upsets are welcome in this cup but make seed-less only after 4th round. Nobody want Everton-Spurs 3rd round match

If 20 makes it, 4 will miss depending on their position last year, if less than 16 make it, then clubs who beat PL sides will take the seed (like UEFA started doing it this year at CL Qualies)
The League Cup third round will played from Monday 24 September.
