you can't drop a claim unless the claim has been commenced which would suggest that they had commenced legal proceedings

You can. If I send a letter before action , get a reply from the proposed defendant saying why/ how they will defend and I decide not to proceed I have effectively" dropped.the claim"

However most lawyers would associate the term " discontinued" as withdrawing a claim which has been issued.
