EU legislation protects the right of member states to nationalise industries. Art. 345 TFEU states “The Treaties shall in no way prejudice the rules in Member States (MS) governing the system of property ownership.”
It can't give an advantage, but under 107(3) exemptions to 107, it could be argued that it would protect an area that was economically disadvantaged..

And shortened the time to impose it not sure if it's been in long enough to see it's affects.
China has a developing nation status under WTO terms meaning it can give state aid ect to its industrial bases , so might be a bit hard to get around that obstacle.
It makes steel that does not snap like China's recycled crap Bruce.......

25yrs ago it was the US dumping steel on us. I worked 50 miles from Sheffield, ordered some lengths of key steel, got delivered next day all wrapped up with made in the USA all over it.

Recycled steel CAN be very good.
Why have I gone through 4 toilet handles when the first one lasted 20 years - the steel snapped the wholesaler stated recycled steel went on line got a British steel one not broke since - I can have a crap in confidence now...
