There is a simpler explanation than the one that you have proffered. Witsel has a preference for Italy, communicated this to his father, who then instructed his Italian representative to drum up as much interest there as possible.
He made very positive overtures to us to keep us in the game and drive up the potential wage.
He'll eventually choose us if we offer a significantly better wage than any Italian option. He won't if we don't.

if his missus was so set on Italy, if I was Everton I would just get her a 3 year voucher for sunbeds. Lots of good tanning places in Liverpool - Broadway, Breck Road, sure there's one on County Road as well.

I think that's looking likely thankfully but there'll need to be a significant gap between us and the best final Italian offer before he'll commit.
It's drawn out like the Koeman signing and we'll probably encounter the same thing elsewhere when aiming for a higher level of employee than that to which we've been accustomed.
 
Witsel isn't endearing himself to me I have to say. Sure if he signs he'll put a positive spin on it. We were his first choice all along and he can't wait to get started etc.

There must be a fine line between an agent driving the best deal for his client and conversely going too far and burning bridges. To a large extent I can respect what the agent is doing here. If I was the player, while I may have a strong preference for a club, I would be expecting my employed agent to milk every penny out of it. Like most players, Witsel is a business with a small window to make as much money as possible. Medals are important, of course they are, but self publicity and revenue streams are the key drivers now. I cite the emerging Chinese league as my exhibit A. Even with a business head on, I so hope he signs for us as he is very marketable for us and more importantly brings a bit of class to the pitch.

If Witsel drags thing on that's ok we go for other visible options.

Ofcourse Everton will put a time limit. ...Koeman takes no crap from no one
