According to evidence supplied by Masters, the league proposed “a fixed starting point of a deduction of six points, with an increase from that starting point of one point for every £5m by which the club had exceeded the PSR threshold of £105m. Further adjustments could be made to reflect aggravating or mitigating features”.
The commission said it rejected this framework. But crucially, it still reached the same conclusion as the league: a 10-point penalty for an overspend of £19.5million.

The Athletic was told the aforementioned sanction framework was only meant to be used for Everton’s case.

It’s leading though isn’t it, if the PL had suggested a 6 point deduction, would the commission have given us 10.

Have been thinking the same, should be called for what it is, the Premier League commission not the independent commission.
It's a commission selected from a judiciary committee - they are essentially paid retainers by the Premier League but in the sense they are made available for cases. The FA has one. UEFA has one.

These are top class lawyers and experts in their field. Former Everton player turned sports lawyer Gareth Farrelly is on it, for example.

Murray Rosen KC chairs it and selects the panels.

This isn't news mate. It was all in the report at the time.

The PL shouldn't have done what they did in including a recommendation for punishment in their witness statement and got a rap on the wrist from the IC for it - again, it's in the report. Of course, it does so happen that the IC then came to exactly the same punishment and this is logically something the appeal will almost certainly have focused on, as the report gave no calculation to how the original IC came to their 10 point deduction.

But they did dismiss the PL's initial recommendation and actually the PL had to complete reformulate it as a 'submission', which they are allowed to do. Just as Everton were allowed to submit that if they were to be punished, it shouldn't be a deduction, but a transfer ban.
