Reckon Everton have told Swansea what they´re willing to pay, which is probably closer to 40 than 50 mil, and then more or less let Swansea to give them a ring when they´ve decided. Swansea are probably weighing up wether to go for it by considering their own options and sounding out the costs of their transfer targets.

I don´t reckon there´s any actual negotiating between Everton and Swansea.
