If you don't believe that things at Everton are changing for the better, what do you believe?

But Napoli need to agree to sell him first, and if Chelsea don't meet their valuation, then he won't be sold to Chelsea. Chelsea are stinking rich, but they aren't always willing to match a club's valuation of a player. Their inability to sign Stones from Everton last year shows that.
