Probably. Clubs need to plan purchases of players taking all factors into consideration including injury record, and the likelihood of being unavailable due to call up for international tournaments such as the ACON, the dates for which clubs should be aware.
They can't claim unfair treatment if they have a gaping hole in their squad when such a tournament is being played.

We agree to buy a player for £50m on a five year contract with an obligated buy back after 1 year for 50m for Chelsea.
They get to move their money around for PSR and their players get actual game time and it would mean our PSR gets a huge boost too so for every “signing” like this we can actually sign someone for real.
It’s not much different to the Dobbin/Timmy deal we did with Villa.
