Well, the top four isn't really a thing anymore, it's the top six.

I don't think he'd be able to automatically command a starting place at any of the top six clubs, no.

But I do think he has enough quality to help propel a team into the top six/make it a top seven!

He can only play as a number 10. None of the top 6 play this way. If they did he wouldn’t be getting in over Silva, Eriksen, Ozil, Pogba, Hazard. I suppose he’d get in over Shaqiri but he wouldn’t be fast enough to join Klopp’s running team.
