Heart says Arsenal with their historical success and Wenger even today casts a long shadow.
But in practical terms probably Chelsea although really am not a fan of much of their operation or support.

Chelsea were never a "nothing club" as some like to say (They won cups in 50's, 70's and 90's prior to the money coming in) but Arsenal are bigger based on the fact they have more trophies overall

It's a meaningless argument. Both are large established clubs with a good support and history of success. The only contest between the two is in the game when they play each other.
As a club, Everton have to look at beating whoever is in front of them and not give thought to how big or small the other club are they are playing. Do Atletico think Real and Barca are big clubs? No they look at how to beat them and then implement that plan and now they are a competitive team at the sharp end of Spanish and European elite football. We improve ourselves until such questions are irrelevent.
