Where/when did it go all wrong for both Liverpool teams?

Appointment of Harvey, in hindsight. Not wanting to speak ill of a legendary Blue, and we might have gotten away with it in steadier times, but that was a critical juncture that saw the club start to slump and then go into the premiership era on its aris.

The signings weren't even that bad in many cases, its just that none of them got better under Harvey [maybe McCall, who was decent], and they largely got worse. Whereas Howard signed players for the 80s side and made every single one a better player - not just relative unknowns, either, a star signing like Lineker became a superstar under HK. Compare that to Cottee under CH - not a disaster but he never took the next step up.

The fact that we sacked Harvey as manager and immediately re-appointed him as Howard's #2 shows where the club's mentality was at that time.
 

Heysel hurt us more than the RS. They aren't in that bad of a shape as us direction wise, just limping since the 90s. If there is one thing that hurt them, it was Fergie, hell bent on beating them and their records.

For us, I would say the England ban came at the worst time possible. We might have build upon our dominance but that was not to be.

Not just us, Norwich City, Coventry City, Sheffield Wednesday, Wimbledon, Southampton, West Ham United, Spurs more than once, Nottingham Forest twice, they all suffered as the result of one set of fans. United and Arsenal as well but I dont think it hurt them as much as some of those other sides. Liverpool FC really is the worse things to happen in English football and quite rightly the most disliked club in the country.
 

And therein lies the rub.

Thus far they are failing miserably in their attempts at buying themselves back to the top.

They are trying to compete with their neighbours, whom can afford to chuck cash at the team willy nilly for as long as there is liquid gold beneath the desert sands.

United have spent almost £300 million this past three years.

To no apparent avail (relative to where they want to be).

What happens if Jose chucks another £200 million at it this year and they are still lagging behind?

Even United have a ceiling to what they can spend.......they haven't got that many throws of the dice left.

The next few years will make or break United.

And there is no guarantee it will be the former ;)
United are not spending money to keep up with city what gives you that impression? Also next few years aren't make or break no matter how much you want it to be united are on course to be the first club in england to make a profit of over 500m this is ignoring the new tv deal coming in the next few years. United are not even in the champions league and can spend 150m net.l their not short of a few bob and will carry on spending until it happens whether it works remains to be seen but financially they are very secure
 
The blame can squarely be laid at the door of the clubs themselves, and specifically behind the decision to agitate for the Premier League.

In hindsight it is unbelievable that clubs from the poorest, most depressed major city in England thought that it would be a fantastic idea to increase the role that money played in the game. I can see why Arsenal and Tottenham went for it given the huge wealth gap even then with London and the rest, but why we and especially the RS must have been like turkeys demanding an early christmas.
