A all the way, if you go for B you end up playing in a lower division producing quite good young players for the richer teams to snap up, like Utd City etc. Burnley for years tried to get away with not buying in big names but produced excellent footballers who then got snapped up by Everton and others. Martin Dobson was one lots of others.Didn't work out too well for them.

Having millions upon millions to win trophies constantly, but also using that money to develop a very very successful academy that will bode well for the future rather than always spending mega bucks every season.
