Granted I would suggest social housing instead of luxury apartments maybe even homes for ex players who've falllen on hard times around an inner green area, where the pitch was.
Maybe a community and medical centre and a small museum that charts the history of the site, even a Everton timeline as a path way, charting the seasons.
It needs to have something that makes it a 'stop point' on the local bus tours otherwise it will soon be forgotten, when you look at the Beatles tour, the strawberry fields gates and the penny lane sign are synonymous with the city, Goodison park should be the same.
Worst thing, it could end up as being a car park for the dark side.
