Sounds like a cross between M Ward and Guided by Voices.

It has its moments.

His latest three are better (if you haven't heard) Childish Prodigy, Smoke Ring for My Halo & Wakin on a Pretty Daze.

Childish Prodgidy is like a better Hitmaker, Smoke Ring is a bit different from that sound but is still brilliant all the same (think his most successful too. More chilled out, summery. If you haven't should check out the band he used to be in The War on Drugs, very Dylan-esque.
