It really isn't a case of either or.

Yes we have to stop the cycle of hiring and firing bad managers and that isn't on the manager. But the manager is bad and needs to be sacked.

Aye, there's a difference between participating in the managerial merry-go-round on a whim, and making the sensible decision to jettison when it ain't working.

Frank has shown he isn't the right man to push this team to where it needs to be, and with the fans waning, it's on the man at the top to help rectify this.
