I'd think any possible banning would be due to the political unrest in Ukraine, which would make it stupid to replace them with 2 teams from the same country.

It's not going to happen for a start, but the basic premise is that they won't be taking part in the CL because the country may well be involved in a huge civil war that would effect more than just the top two teams in the country.
