Thinking about it though it was quite obvious he wasn't going to meet the criteria, he's only got 8 caps for Nigeria.
What you have to do is convince the government that he is a special talent, trying to sign him on loan isn't going to convince them. Utd got Anderson because they paid the money for him, showing that they really wanted the lad aswell.

Why didn't we just sign him permanantly, we are desperate for players. If we'd have offered the price for him instead of going for a stupid loan he would have been allowed to move here.

Utd got their man because they are Utd - we could have offered to line the streets of london with gold paving stones for the politicians to walk on or take home when they please - bottom line is we are Everton and we get Sod all from any organisation of authority in this country wether it be central or regional government, the FA or anyone else involved in the game. :@

You could be and probably are right, but I still think it's strange reasoning. If we signed him on loan, we'd have to play him for a certain percentage of matches. If not, his work permit would not be renewed after this season. While if signed on a permanent deal, he could fail to live up to the standards and sit out the remainder of his contract.
