when a ball is kicked, the ball is in contact with the kicking foot for a period of time, albeit short, but let's say 1/4 second. As TV cameras are some distance away from the kick, the ball can seem to be in very close proximity to the kicking foot for a fraction of a second before and after the ball is in contact with the foot (cricket fans will recognise these issues from catches close to the ground appearing to bounce prior to catching whereas the reality is that the ball was caught). Therefore, in practice, there could be about up to half a second (maybe a bit long but it proves the point to come) of footage that the ball can be adjudged to be being kicked. That is 12 or so frames of footage, assuming a PAL standard recording rate of 25Hz. So the TV producer or whoever is adjudicating, has 12 frames to choose from to decide whether the player is offside. This is really sensitive when the defender is rushing out and attacker rushing goal-wards. Some of the frames will show him onside, some will show him offside. Takes yer pick depending on the narrative. This VAR swizzle won't change much.
