Right, but if you don't own the team you can pay whatever you want for that, no?

"Fair Market Value" still comes into it - however imo its harder to hit someone with punishment when its not the clubs owner sponsering themselves.

Obviously Usmanov is a bit of middle ground in that he's not a completely seperate organisation as he's Moshiri's business partner however I think we are more likely to raise eyebrows but get away with it than if Usmanov was actually our owner / involved in the day to day running of the club.

So we’re still minted?

The reason City got banned wasnt even that they inflated deals beyond their fair market value. The reason they got banned is they lied about what the actual deals were. In other words, they said "we received 60 million in this inflated deal" and they actually only received 50 million when the books were checked.

This. Also didn't the money come from Sheik Mansour's account and not Etihad's as falsely declared.

Or in their case they said they said they received 200m and actually received 50m.

You can sponsor your own team.

What you cant do is inflate the deals beyond a fair market price.

The issue with Man City seems to be the misreporting of the source of money into the club in their accounts submitted to uefa. Man City reported that income came directly from etihad when in fact came from Mansour, and also later payments were backdated falsely to earlier years in the sponsoship falsely. This was the issue rather than the sponsorship not being fair market value.Though they may have been investigated initially due to suspicions over whether or not the deals were of fair market value, the misreporting was what led to the much harsher sanctions. Or so I took it.
