Er. Not only does the statement exist (I copied it above to prove it), it is also correct (11 divided by 10 and then multiplied by 100 will give 110).

100% is your energy capacity, once you have 0% you have no more energy left, it's like saying why doesn't my phone battery go up to 110%.
