The match takes place at Turf Moor on Sunday with a noon kick-off. The 3,000 Blackburn Rovers supporters will be bussed in from Blackburn and are asked to arrive at Ewood Park at 9 a.m.
Police are also warning people looking to cause trouble not to bother. Letters have been sent to those people who are subject of a banning order, reminding them of the terms and conditions of their order.
Match Commander Jeff Brown said: "We have worked extremely closely with both Burnley and Blackburn Rovers Football Clubs, when planning the policing operation for both games. We have also, where best we can, tried to replicate the same logistical plans that were in place for the first match at Ewood Park.
"The primary aim of our operation is to ensure public safety and get people to and from the ground safely. We will have extra officers on duty to assist supporters attending the match.
"Only 0.04% of people attending football matches actually cause problems at the games and this represents the tiniest of minorities. I want to reassure people attending the game that we will not be letting a minority spoil what is a historic encounter.
"We will have the resources available on the day to deal with any incidents of disorder and people should also be warned that as well as being dealt with on the day we will also look to secure banning orders on offenders.
"There will be a number of road closures in place to enable us to transport Blackburn Rovers supporters into Burnley and also accommodate the many coaches coming from Blackburn. I would ask Burnley fans to allow extra time for travelling to the game on the day and check prior to travelling which roads will be closed.
"Given the large amount of people attending the game, I would also urge people to keep their valuables safe, cars locked with nothing on display, use safe and secure car parks and keep your personal belongings like your keys, wallets and purses in zipped bags or front pockets.
"I would also remind people the clocks go forward the night before so make sure you change your clocks and alarms accordingly!"
