Over a longer competition goal difference is the way to go. Shorter competitions head to head makes sense. For example it would be weird for Switzerland and Belgium's group to come down to who smashed Iceland by the most goals. It makes even more sense for something like the World Cup or Euros where you only play teams once.

It was a back pass. No idea why he never booted it though. Maybe worried it would hit the attacker and go in being so close to him
