Penalty for me. It's not intentional and he has tried to get his arm out of the way, but the distance from shot to player with it being goal bound means it's a pen.

From City's perspective, I understand why they'd say it is harsh however if it the other way around then I would suspect they would be calling for it.

I think we need an updated explanation of the handball rule tbh. It's too vague. The rules only mention deliberate handballs but clearly refs interpret it differently. There needs to be a consistent approach.
