It's a joke the way it's set up, say Fernandinho gets a pen there, he's 100% getting banned, but if it wins City the game then they aren't fussed, they have plenty of cover for him while he serves his ban.

Any blatant attempt to blag a Pen, if it's given or not, should be under review.
