Can the ref blow up on a dead ball?

I would think so. Time does not normally stop when the ball is out of play. The ref can add time on for time-wasting before theball is returned back into play, such as the ref did tonight (I believe) with a total of 6 minutes added time.

I actually did blow for time on one occasion on a 'dead ball' when I was involved in junior football. I gave a penalty (against my own team!) with about 10 seconds left to play. I counted down and blew the whistle for full time. I then explained to both teams that it wa full time, but the penalty must be taken. I also explained to them the rule about if a penalty is taken in such circumstances, it must be scored without the goalkeeper getting a touch on the ball. The instant the 'keeper gets a touch, that is full time - no goal. My 'keeper got nowhere near it!

I thought the Chelski 'keeper charged out like a lunatic and tried to take out the Huddersfield player, while trying to make it look like a legitimate challenge! Yellow card to the 'keeper, at least!

He blew the whistle a bit early for me but Mason could have given Chelsea another 15 minutes of stoppage time and they wouldn’t have scored.
