We have an awful recent (as in last 30 years) history of signing a decent striker. Lukaku and yak stand out to me off the top of my head

Read my post again. It has always been stated as a 'minimum of'. Ultimately, it is up to the referee's discretion.

I must admit, the rugby union way of doing it is far superior. Play is stopped during the half whenever it needs to be. So at 80 minutes time is up. Then the next time the ball goes out of play, end of. Football should have adopted that years ago...
