The rule is any part of the body = offside, correct ? If that's the rule and his forehead is offside then it's still the correct call by the rules. Not really an issue with VAR. They just need to change the rules so it's based on where your feet are planted when the ball is played.

The spirit of the law is being abused by the application of the rule. When you are drawing lines across a pitch, you've probably gone too far.
